Phoenix Horizon was founded by two mental health professionals with backgrounds in behavioral health, clinical practice, and systems-based care. Together, they bring a combined perspective that bridges direct clinical experience with a deep understanding of the systemic challenges impacting vulnerable populations.

Krystal is a Board Certified Behavior Analyst (BCBA), Licensed Social Worker (LSW), and doctoral student in clinical psychology. Her work is grounded in both clinical practice and systems-level advocacy, with a focus on improving outcomes for individuals with complex behavioral and mental health needs.
Through her experience across behavioral health and human services systems, she identified a critical gap: individuals—particularly those with intellectual and developmental disabilities and those in state care—are often misunderstood, misdiagnosed, or overlooked. Behavioral presentations are frequently interpreted without adequate medical evaluation, contributing to delayed care and preventable harm.
Krystal’s work integrates clinical insight with policy awareness, emphasizing accurate assessment, interdisciplinary collaboration, and accountability across systems. Through Phoenix Horizons, she is committed to advancing reforms that ensure vulnerable individuals receive safe, appropriate, and coordinated care.
Whitney is a mental health professional with experience spanning psychotherapy, applied behavior analysis (ABA), and psychological services. Her work is rooted in a commitment to providing thoughtful, evidence-based care to individuals with diverse and complex needs.
With a strong foundation in interdisciplinary practice, Whitney focuses on integrating therapeutic approaches to support meaningful, person-centered outcomes. She has a particular interest in working with individuals with intellectual and developmental disabilities and co-occurring mental health conditions, where individualized and coordinated care is essential.
Her clinical experience informs a broader understanding of the gaps that exist across systems of care, particularly for individuals who require both behavioral and mental health support. Through Phoenix Horizons, Whitney contributes to advocacy efforts aimed at strengthening systems, improving access to appropriate services, and ensuring that individuals and families are supported with clarity, dignity, and accountability.
